Hi, PayPal closed in Turkey. How do I pay my license, but I get an error I want to buy from Turkey?

Your card was declined by the issuing bank. Please try a different card or contact your card issuer with questions.
There is no mistake, your bank card has been declined by your bank, the best you can do is contacting your bank.
Is it enough to send a receipt when I make a transfer to a bank account?
I guess not but only Sales can answer you this.
