Admin Rank can't change the Channel Permissions

Hey,
Beside my Rank there is another admin based rank for helping me with the permissions. But the other rank can’t change the Channel permissions (Channel Join Power etc.)! I’ve tried everything and set the permission modify Power and the channel permission modify Power to 75 (like my rank) and nothing happened. I dont know what I can do anymore. Can anyone help me solving this problem?

No skip flag is activated, The permissions are the same like my admin rank.

Did you also select the other stuff like in this picture?

Yes, all of them. After it didn‘t work i copied all things of the modify Topic from my Rank to the second. Nothing worked.
