Hello, if I ban someone from my TeamSpeak server, will it become a serial ban or not? Because I banned several people, but they came back to my server after changing their IP. Is this a bug? And please explain whether a user gets banned or not.

You have the option of banning a name, an IP address, a myteamspeak ID and a Teamspeak identity.

People have probably also used another identity and or myteamspeak account to be able to reconnect easily after the IP change
