Currently you can only get free servers when you’re a TeamSpeak 5 beta tester. As a tester, you’ll be able to create an own server with 10 slots where anyone can connect.

You can also host your own server with up to 32 Slots. On the internet you will find many guides how to do this, also with Port forwarding etc.
