Apart from that, does that mean that TS6 will require a license on launch?

That behaviour was always present, even on TS3 servers. Like discussed earlier this year, we are still working on how we handle licenses with TS6.

The exact licensing model, pricing, and distribution for the TeamSpeak 6 Server are still being worked on. Beta Testing is helping us better understand what is needed and where we can and should improve. As mentioned earlier, we will share more information in upcoming announcements as we continue to work on this.
