10.3.27-MariaDB

Your database configuration is either not correct, or the database user does not have appropriate access to the database specified.
The server needs to create tables, indexes etc and as such needs to appropriate permissions to do that on the database.
The database you specified also needs to exist prior to starting the server.

Alternatively you can use the default sqlite database backend.
