I think it would be nice, to group channel by a topic. While it is colapsed, this grouping only shows the titel of that topic and clients in channel which are part of the grouping. This would avoid displaying empty channel and will improve the server overview.
The next step could be to extend this feature with permissions to create topic bound channel
