So this particular server group below cant seem anybody in the channels when they connect to the server.

First, you have a user and channel-side permissions.
Here are some basics:
This is the “Channel Subscribe Power” and must be set on the server or channel group.
This is the “Needed Channel Subscribe Power” and must be set for each channel.
E.g.:
Channel 1 - Needed Channel Subscribe Power (40)
Channel 2 - Needed Channel Subscribe Power (10)
Server Group 1 - Channel Subscribe Power (40)
Server Group 2 - Channel Subscribe Power (15)
Server Group 1 can subscribe to both channels, but Server Group 2 can only subscribe to Channel 2, so Server Group 2 can subscribe to any channel that has a Needed Channel Subscribe Power of 15 or less.
