Try this:
in terminal where you start the server
./ts3server_startscript.sh start virtualserver_hostmessage_mode=0
if I remember correctly, this will be the solution

login serveradmin XXXXXXXX
use 1
serveredit virtualserver_hostmessage_mode = 2 virtualserver_hostmessage = Welcome
