Is this option disabled or is it a bug? - As i don’t even have permissions to change something server/channel group related when using the ts3 client.
This is disabled. The free server only offers a minimal setup of permissions.

Aswell as the icon upload?
All permissions are as you see them.
When it is disabled, it means you can’t.
b_icon_manage is disabled.
