reinstallation didnt help

You system prevents that the client is getting any UDP port.

Can happen with VPN software not allowing UDP. > Disbable the VPN or/and ask their support.

Bad or old network drivers. > Update your drivers or reset network settings

Or firewall rules. > Check your firwall.
