this is what my teamspeak download gets stuck on and doesnt move at all
What you could try is install the vc_redist manually and then try again.

When my friend tries to install 3.6.2 version of teamspeak then this happens and its stuck on that

Your Friend can download exactly the same vc_redist what you have been downloaded before
