Flood protection notice

The only time I see the flood protection notice is when I reconnect to a server that I flooded. No notice when attempting to: Request Talk Power, Change channels, send text message. That notice that I see on connection should be shown every time I attempt to perform an action that is currently blocked by flood protection.
