The problem in your case is not the API version I fixed.
I don’t know with which MSVC version this was compiled.
I have to assume that you need to install an additional C++ redist.
This is installed on most systems due to a lot of games requiring them.
You can just try to install the latest one from the MS website ( 64bit or 32bit ).
Whether you need 32 or 64 bit depends on the TeamSpeak installation.

I installed the one in the link you shared.
But the problem is not solved
I also reinstalled TeamSpeak but it didn’t give a solution 
Hmmm, all I can say is that it works just fine for me.
The way I path those plugins is to simply go into the binary itself and replace the API level with a newer one.
So this error should not be related to that at least.
Can you give us any more information about your OS?
I removed all packages and TeamSpeak program with HiBit program, I reinstalled everything, but my problem is not solved, I would be very happy if anyone can help.
I formatted my computer, I did a clean install, I installed all the necessary components, but the problem was not solved.
