Shortanswer: yes.

What you can transfer is your bookmarks and identities to the new device.
On the old device you log in into your Account (create on in case you never had one) and put your items into sync.
Then login into that account on the new device and get your items back from sync.

@TS.ChrisR I think you missed the question here.
But yes there is no way to transfer purchases from Google Play to the Apple App Store.
You unfortunately have to buy the app again.
