None of this is a bug.
You have have Echo reduction active (Tools --> Options --> Capture) and this is why people get lowered for you.
There is no function to mute people when you talk.
Option 2 is that you are using priority speaker and this reduces the volume for anyone without that priority speaker.

To disable the echo reduction go toTools -> Options -> Capture -> Echo Reduction -
Priority speaker
If you are the priority speaker, right click on yourself and remove it.

You may have set yourself up as a channel commander.
Or you did enable “Echo reduction” in Client’s capture settings. This reduces the volume of others for yourself.
