Create a semi Perm Channel on the Official Public Community Server.

For this you need the server group Guest+ or Normal or you have to ask an admin for it. @Rikku

Yes, at least Guest+.

Thanks for the answers, of course the administrator will have to give me a room if he can if nothing else.
