Screen sharing - Intial low bitrate on RDNA4 AMD AV1

I’m self-hosting a Teamspeak 6 server (v6.0.0-beta8 • Linux) and we’ve noticed that screen sharing downstream hovers at around 400 kbps when only a single person is watching.

As soon as another person joins to view the stream, the downstream immediately jumps up to the originally set bit rate (4-5 Mbps in this case).

This significantly improves the quality and seems like what you would expect the stream to look like from the start. Higher bitrate and resolutions also do not introduce any lag, so it’s not like it’s throttling on purpose.

The stream stays on the improved quality even if the second person disconnects again. Only when all viewers have disconnected from the stream and a single person starts watching again, the quality is set back to 400 kbps.

This seems to be exclusive to AMD RDNA4 GPUs (Driver v26.2.2 on Win11) with AV1 encoding. A single test with a Nvidia GPU (4000 series) and AV1 didn’t produce the same problem. Software encoding doesn’t seem affected either.
