You create them as you would in TS3 or TS5. Here is a guide on how to do create spacers:
You currently can only set a required Talk Power to a Channel so people cannot talk. But they can only write when they are in that specific channel.
To create real text only chats you can create a Group Chat in the left sidebar and invite your friends.
