Suggestion for "contact email" in failed connection

I don’t know if this is possible to make,
for example if someone tries to connect to a server and let’s say his country is blocked for connecting to that server, the suggestion is that there is a possibility for the owner of the server to set his contact email so that they can contact the owner if his country is blocked.

When your IP is blocked, then you don’t get any data as feedback.

So even when some information is given, then you would never know about, because you did not get any data.

Even when you just can’t reach the server you would not get any information.

I assumed it couldn’t because of a failed connection. The only thing that can be done is if the owner places his server on the public list and writes in the description of the server.
