Have you already got the TeamSpeak SDK? There you will find an example of a plugin and a documention is also included.

Download the TeamSpeak 3 Plugin SDK and build upon the demonstration plugin. Please be sure to carefully read the documentation provided with the Plugin SDK.

Okay ty,
do you have an idea how to implement that you only talk to certain people in the channel? So the client gets e.g. told with which other clients the user should talk and the plugin should then take care of it.
And how can i convert it to win64? I just find for Win32?
