My teamspeak account used to have a custom avatar set up, and after I changed computers and reinstalled the client and logged in, the avatar doesn’t show up (it now shows up as no avatar by default) and I can’t upload the image I want as an avatar.

Maybe the Image File you are trying to set is broken
Have you tried another Avatar/Image?
What you could try is to clear the Cache of the
TeamSpeak 5 Client and try again. 
You can find the Cache Folder under the following Path:
%LocalAppData%\TeamSpeak\Cache\
