What does the TS3 Client have that TS5 Client doesn't have?

Topic, someone mentioned to remove user rights? Is TS3 made for admins and TS5 client is lacking in regards of monitoring and changing user access etc?

Currently the advanced permissions, some monitoring for the server and some settings are not implemented into TS5
