Can you run TeamSpeak as Administrator?
When this not work, please have a look at %localappdata%\Programs\TeamSpeak and execute patcher.exe as Administrator 
PS: You need to close TeamSpeak before running the Patcher
I can run TeamSpeak as Administrator. Doesn’t solve the update issue or the cannot open issue. I don’t have the patcher.exe where you pointed to. I found the patcher.exe in the installation directory, but executing it as admin did nothing…
Anyone with that issue may try to use beta73.
Chromium was updated and maybe the issue was fixed.
