This looks an awful lot like a private address.
If you are not on the same network make sure to use the public address. Also if you also can’t connect to your local IP make sure the firewall is configured correctly.
When opening the connection to the world make sure you configured port forwarding at the router.

What is see when I do ipcofig is this

IPv4 address: 192.168.X.XX
Subnet Mask: 255.255.2XX.X
Default Gateway: 192.16X.X.X

Yes that is your local IP address only accessible from within your local network.
To get your public IP go to websites like https://www.whatismyip.com/

I put that in my Port forward correct or the Server Nickname or Address?

Put the public IP Adress in Server Nickname or Adress.

Port Forwarding looks to be correct like 9987 -> 192.168.x.xxx

I just did an this is what I got

Connecting…
Trying to connect

Connection Error
server connection could not be initialized

Did you configure the Windows firewall to allow TeamSpeak server?

Not yet I did Port Froward on my Router/Modem…

Firewall
Inbound & Outbound Correct?

Try with the Port:

Server Adress: PublicIP:9987

Port Forwarding should be something like this:

External UDP 9987 to Internal (IP of your PC e.g. 192.168.xxx.xxx) and Port 9987

In addition you have to allow TS Server communication in you Firewall.

Yes. If you use the new Windows 10 firewall app allow thingy you can just say “allow”.

Ok I did just try 23.28.2X.XXX:9987 same message gonna trying the Firewall

Firewall In & Outbound

UDP: 9987 for TeamSpeak 3 Voice
TCP: 30033 for TeamSpeak 3 Filetransfer
TCP: 10011 for TeamSpeak 3 ServerQuery

Correct?

Inbound

Outbound

Still got
Connecting…
Trying to connect

Connection Error
server connection could not be initialized

I’m a friend of Swat842 I’m trying to get connected to his server and it keeps registering as failed when I made of the exact copy of the required codes he provided

The Ports you have listed are correct. Maybe check your port forwarding again, or disable Windows Firewall for 1 Minute to check where the Error comes from.

You can check if your port is open with the following tool:

It say’s all 3 are Closed

Have you disabled the Windows Firewall for testing?

Then there might be an error within your Port Forwarding configuration…

Try also open a Port for 9987 on TCP and what is the configuration of the Motorola Modem Firewall?

Local IP Adress should be something like that: 192.168.xxx.xxx
and External 23.28.xxx.xxx

I have tried Disabled Windows Firewall

Connecting…
Trying to connect

Connection Error
server connection could not be initialized

I have also tried Disable Router/Modem Firewall

Connecting…
Trying to connect

Connection Error
server connection could not be initialized

And the Port Forwarding Configuration is correct?

With the correct External and Internal IP Adress?
Or has your IP Adress changed?

The Server is up and running?
Cann you connect to your Server locally by using your IP adress e.g. 192.168.xxx.xxx?
